Qiongzhou Strait is an important strategic corridor of the country and the forefront of "One Belt and One Road" initiative the development and construction of the South China Sea. RoPax through the Qiongzhou Strait is the major means of transport between Hainan Province and the mainland, and also an important guarantee for the state to develop the South China Sea and safeguard its sovereignty, strengthen the Pan-Pearl River Delta regional cooperation, promote the development of the Beibu Gulf region and accelerate the construction of the Maritime Silk Road in the China-ASEAN Free Trade Zone. According to the guidelines of the Plan of the Ministry of Transport on Implementing the Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Hainan in Comprehensively Deepening Reform and Opening-up, the Meeting Minutes of the People's Government of Guangdong Province on Accelerating the Integrated Development of Port and Shipping in the Qiongzhou Strait, the Circular of the General Office of the People's Government of Guangdong Province and the General Office of the People's Government of Hainan Province on Issuing the Summary of the First Joint Meeting on Promoting the Integrated Development of Port and Shipping in the Qiongzhou Strait, and with the support of competent authorities including the Ministry of Transport, Guangdong Provincial Party Committee and Provincial Government, Zhanjiang Municipal Party Committee and Municipal Government, Guangdong Provincial Transport Department, and the State-owned Assets Supervision and Administration Commission of Guangdong Province, Guangdong Province Navigation Group Co., Ltd. (“Navigation Group”), a company subordinating to the State-owned Assets Supervision and Administration Commission of Guangdong Province, has recently completed the integration of shipping resources of the northern shore of Qiongzhou Strait (the “Integration”). This integration can make the transport channel in Qiongzhou Strait smoother and is of great significance to promote the integrated development of port and navigation in Qiongzhou Strait.
