On February 25, 2021, the Ministry of Economy (SDCOM) launched an anti-dumping investigation into 304 cold-rolled stainless steel products originating in South Africa and Indonesia. PT Indonesia Ruipu Nickel and Chrome Alloy Ltd., a subsidiary of Tsingshan Holdings Group, was represented by JunHe in the litigation, which lasted for more than eight months. JunHe assisted their clients in answering questionnaires and defending legal arguments. On November 4th, SDCOM announced their decision to terminate the anti-dumping investigation and closed the case without enforcing tax.
Tsingshan Holding Group is one of the world’s top 500 multinational corporations and one of the largest stainless steel production enterprises in the world. Ripco Indonesia Ni-Cr Alloy Co., Ltd. is a project that was established by Tsingshan Holding Group with cooperation between China and Indonesia under the national “One Belt, One Road” initiative.
In addition to a previous EU hot-rolled stainless steel countervailing case and a Malaysian cold-rolled stainless steel countervailing case, this was another successful case in which JunHe represented Tsingshan Holding Group. These investigations were all on behalf of foreign companies in response to anti-dumping/countervailing investigations by third countries, involving extraterritorial and international laws. These cases reflect the positive trend of Chinese enterprises going global, and they embody the growth and outstanding progress of Chinese lawyers and their professional legal services and skills.
