Since China’s first antidumping case in 1997, Mr Zhou has specialized in trade remedies, WTO dispute settlement, free trade agreement, investment treaty and trade policy, and is one of the first professional lawyers in China to have practised in this field. He has successfully represented numerous domestic and international businesses in over 200 trade investigations (including antidumping, countervailing and safeguard, as well as 337 investigations) conducted by various global trade authorities, including those in China, the US, the EU, Canada, Australia, India, Pakistan, Turkey, South Korea, Thailand, Indonesia, Egypt, South Africa, Brazil, Argentina and Mexico. Mr Zhou has experience in a variety of industries, including optical fibre communications, automotive, chemicals, pulp and paper, textiles, renewable energy, agricultural products, steel and metals, and machinery and electronics.
Mr Zhou has extensive experience of export controls and sanctions/anti-sanctions across major jurisdictions worldwide, including China, the US and the EU. He also has expertise in trade compliance, customs law, international tax law, international sales of goods and investment protection. He regularly advises Chinese technology and manufacturing companies on expanding into markets across Europe, America, Southeast Asia, Middle East and North Africa. As global business regulations have undergone restructuring in recent years, he has closely monitored relevant legislation, such as the EU's Foreign Subsidies Regulation and Industrial Accelerator Act, the US's One Big Beautiful Bill Act, and high-tech export and investment screening measures. He has provided systematic legal solutions to numerous companies expanding overseas, helping them to navigate foreign regulatory requirements effectively.
