Ms. Xuan Liu joined JunHe in 2015 and focuses on cross-border investment, construction, and the operation of energy, infrastructure, and large-scale industrial projects. She has extensive experience in foreign investment and mergers and acquisitions in China.
In the international practice area, Ms. Liu’s experience is concentrated in the investment, construction, and operation of new energy, oil and gas, transportation, and industrial park projects. She has been involved in projects across multiple countries, including Uzbekistan, Nigeria, Bangladesh, Zimbabwe, Zambia, the Democratic Republic of the Congo, Angola, Guinea, Tunisia, Turkey, the Philippines, Pakistan, and Laos. She is particularly skilled in handling complex project agreements, such as PPP agreements, concession agreements, and power purchase agreements.
In the domestic practice area, Ms. Liu’s experience includes greenfield investment and mergers and acquisitions in new energy and seawater desalination projects, as well as investment and construction in refining and petrochemical projects. She also has expertise in long-term supply agreements for oil and natural gas.
Ms. Liu has a multidisciplinary educational background in engineering and law. She studied at Beijing Jiaotong University, Renmin University of China, and Georgetown University in the United States. She obtained her Bachelor of Engineering in 2009, a Master of Laws in China in 2012, and a Master of Laws (LL.M.) in the United States in 2015.
Ms. Liu has been admitted to practice law in both China and the State of New York, United States.
