Professional Experience

Mr. Chenguang (Leon) Liu represents clients in white-collar matters and government and internal investigations. He advises on data security and data privacy, corporate governance, anticorruption and antitrust matters, and export control and regulatory compliance, with a particular focus on multi-jurisdictional compliance and investigation matters.


Mr. Liu’s previous experience as a former prosecutor and his subsequent work representing white-collar defendants gives him unique insights into the regulatory environments, legal procedures and commercial practice in China.  He assists clients to overcome regulatory challenges in the most efficient way possible, minimizing the disruption to their operations while reducing and avoiding reputational damage. Mr. Liu has represented numerous Fortune 500 companies in a variety of industries, including healthcare and life sciences, pharmaceuticals and medical devices, energy,  environmental, automotive, manufacturing, food and beverages and agriculture. 


Mr. Liu has represented and served companies in almost a third of all the Top 50 FCPA cases, in front of the US DOJ/SEC as well as in front of PRC authorities. 


Mr. Liu leads an international team comprised of Chinese and foreign lawyers and other compliance professionals who advise clients operating in China, Europe, and the United States. With almost 20 years of experience focusing on multi-jurisdictional compliance and investigation matters, his deep understanding of both the Eastern and Western business cultures enables him to assist his clients in navigating the complex Chinese legal system.


Mr. Liu advises multinational companies on how to cope with the “new norm,” which has appeared in the past five years. He has advised on decoupling and confrontation issues between countries and addressed profound challenges in many cross-border investigations/litigations and corporate transactions. 


As an efficient solution for his clients in multi-jurisdictional investigation and litigation cases, Mr. Liu has built a unique system to provide practical solutions to cross-border data transfers and use in forensics/discovery/intelligence collection and other occasions. 


He is often published in regulatory compliance journals and legal media trade magazines and is a frequent speaker at conferences around the world.


Prior to joining JunHe, Mr. Liu served as the co-head of the Global Corporate Compliance group at a leading international law firm, and later as a China Director for US-China Desk of another leading US law firm. 


He also helped a prominent Chinese law firm to build its white-collar/regulatory compliance team into a distinguished practice group, having received almost all the top awards in the field.
